How IFRC modernised its learning infrastructure to deliver secure, scalable training for 27,000+ volunteers

International Federation of Red Cross and Red Crescent Societies (IFRC) is one of the world’s largest humanitarian networks, operating across 191 national societies and reaching over 160 million people annually.

To support its global volunteer workforce, IFRC Americas needed a robust digital learning platform capable of delivering consistent, accessible and mission-critical training before, during and after disasters.

Working with Hubken, IFRC modernised its learning infrastructure using Moodle to create a secure, scalable and highly accessible LMS for its distributed workforce.

The Challenge

IFRC Americas was already using Moodle to deliver training across its volunteer network. However, the existing system was limiting its ability to scale effectively.

Key challenges included:

  • Platform instability and reliability issues
  • Limited flexibility for advanced learning and assessment features
  • Inefficient reporting and learner tracking
  • High administrative overhead managing 2,000+ learners
  • Difficulty supporting volunteers operating in low-connectivity disaster environments

Given the nature of humanitarian response, IFRC required a learning system that could operate reliably anywhere in the world,  including offline contexts.

The Solution

Hubken designed and implemented a fully managed Moodle-based LMS tailored to IFRC’s operational needs.

Seamless Global Migration: Hubken migrated IFRC from its legacy Moodle system, ensuring all content, user data, and training history were securely transferred with full testing and validation, minimising disruption for learners worldwide.

Future-Ready, Scalable Platform: The LMS was upgraded and configured to support IFRC’s global volunteer network, providing a stable and scalable foundation for delivering training across 191 countries.

Aligned to Real-World Workflows: The platform was tailored to match IFRC’s internal training processes, making it easier for teams to manage learning activities and ensure consistent delivery across regions.

Improved Learning Experience: A redesigned, intuitive interface aligned with IFRC branding made it easier for volunteers to access and complete training, regardless of their technical experience.

Reduced Administrative Burden: Automation was introduced across key processes, helping teams save time on manual tasks such as tracking progress and managing learner activity.

Stronger Visibility & Reporting: Enhanced reporting tools gave IFRC better insight into learner progress, completion rates, and overall training readiness across their global workforce.

Mobile & Offline Access for Field Conditions: The Moodle mobile app enabled volunteers to download training and complete it offline, ensuring learning could continue even in remote or low-connectivity environments.

“We are delighted with the work carried out by Hubken. We found them very friendly and extremely knowledgeable, and we have never hesitated to approach them when we needed help. I would be more than happy to recommend them as a preferred e-learning partner.”

The Impact

Since launch, the platform has delivered significant operational improvements:

  • 27,000+ volunteers trained through the platform
  • 191 national societies supported via shared learning infrastructure
  • Improved system stability and reliability for global deployment
  • Enhanced readiness visibility through real-time reporting
  • Increased accessibility in low-connectivity environments via mobile offline learning
  • Reduced administrative workload through automation
  • Higher learner engagement driven by improved UX design

“We would recommend Hubken 100%! We have worked with other Moodle providers in the past and the experience was not optimal. There were always issues with the service being down, and so on. With Hubken, we hardly have any issues. The system is always reliable and that is what we need to have peace of mind.”
